Okay, I'm doing this differently.  Those files are already in the
root, so they're history from the osfmk directory, but I'm
moving the OSFMK_BUILD.README instructions in here, and have made
a change to indicate the need to do a cvs get/checkout of the
sandboxrc.template, set_ode_path.sh, and build_world files.

Added files and tweaked locations in files to allow build without
downloading either of the stock DR3 source trees.
